The Luxembourg government has released its 2025 (Reference year 2024) list of occupations with critical labor shortages. The update outlines which roles are currently in high demand and makes it easier for skilled workers from outside the EU to apply for jobs and residency in the country.
The list is based on the amended Article L. 622-4(5) of the Labour Code, following a law passed in August 2023. It is updated each year to reflect shifts in the job market. Occupations on the list benefit from simplified hiring processes, including faster work permit approvals.
To be included, a job must show clear signs of shortage. That means at least seven vacancies are posted each month on average, and most of them go unfilled due to a lack of suitable candidates.
Which Jobs Are in Demand?
The shortage spans several industries:

Finance: Risk analysts, compliance officers, and client advisors

Engineering: Aerospace engineers, robotics experts, and R&D managers

IT: Software developers, cybersecurity professionals, and cloud specialists

Healthcare: Nurses, carers, and support staff

What It Means for Foreign Workers
For job seekers from outside the EU, this list removes some of the usual hurdles. Employers don’t need to prove they couldn’t find a local candidate before offering a job. That means quicker processing and fewer delays.
