Yes, Mexico is open to all travellers. Air travel is allowed, however, the land border between Mexico and the United States is closed for nonessential travel through at least May 21, 2021.

The Centers for Disease Control and Prevention (CDC), Mexico as a Level 4 country, stating that even fully vaccinated travellers may be at risk for getting and spreading COVID-19 variants and should avoid all travel to Mexico.

- Passengers are not required to take a pre‑departure COVID‑19 PCR test for entry to Mexico.
- All passengers must complete a health declaration form by registering on the Vuela Seguro website upon arrival in Mexico. Once completed it will generate a QR code.
The QR code has to be available and presented to health authorities upon arrival.
