A Look Back at the 2023 Express Entry Results

The year 2023 has ushered in substantial changes to Canada’s Express Entry application management system.

In the first half of the year, a continuation of the patterns established in 2022 was witnessed after the resumption of Express Entry draws following an 18-month pause. These draws were all-program, Provincial Nominee Program (PNP)-only, or, in one instance, dedicated to Federal Skilled Workers.

In March 2023, Immigration Refugees and Citizenship Canada (IRCC) invited over 21,000 Express Entry candidates in a total of four draws – the second-highest number of candidates ever invited in a month.

In view of the changes to the Immigrant and Refugee Protection Act (IRPA), six new categories were introduced in May 2023. These categories target candidates in healthcare, science, technology, engineering, mathematics professions, trades, transportation, agriculture, and agri-food, and those with strong French proficiency.

While most draws in 2023 were all-program draws, there were also PNP-only and category-based selection draws. Additionally, the Commonwealth Realm Society scores for the draws were also revealed.

Following the introduction of category-based selection draws, it became more challenging to predict when IRCC would issue ITAs. This has led to increased volume of draws, particularly those targeting specific categories of candidates. In the summary of Express Entry draws since June 2023, the details of draw type, number of ITAs, and minimum scores are provided.

Looking ahead into 2024, Canada is set to admit 110,000 new permanent residents through Express Entry. The Immigration Levels Plan 2024-2026 outlines the targets, and the IRCC’s aims to invite candidates who are most likely to support Canada’s economy.
