Italy has introduced a new support measure to enhance economic and social integration for long-term residents of certain third countries. The new initiative, known as the “integration benefit” or “Adl”, will be effective from January 1, 2024, providing additional family income and assistance with rent payments for eligible individuals who legally reside in Italy.
In return for this support, eligible third-country nationals will be required to follow a personalized path that includes engagement in training or employment activities, as well as active involvement in policy measures.
The Italian Ministry of Labour and Social Policies has outlined specific eligibility criteria for the integration benefit. It will be granted to families with members who have a disability, are minors, are over 60 years old, or are in a disadvantaged situation and enrolled in a care and assistance program run by national social and health services.
To be eligible for the scheme, third-country nationals must have a long-term residence permit or international protection in Italy, or be a family member of an EU citizen with a permanent residence permit. In addition, they must have resided in Italy for at least five years, with uninterrupted residence in the two years immediately preceding the application.
The Ministry also emphasizes the importance of meeting economic requirements, with the applicant’s family jointly possessing a valid indicator of equivalent economic situation (ISEE) of not more than €9,360 in order to be eligible for the family income supplement and rent contribution.
Furthermore, certain requirements must be met for the income supplement, and if all are fulfilled, the supplement can be up to €7,560 per year. The Ministry has also clarified that the inclusion allowance will be recognized as a measure of economic support and social and professional inclusion, subject to residence, citizenship, and residence requirements.
Overall, the new integration benefit in Italy aims to provide essential support for eligible third-country nationals while promoting their economic and social integration within the country.
