The European Union Council has taken decisive action by adding two individuals to its sanctions lists, imposing asset freezes and travel bans. This move is part of the EU’s response to ongoing threats posed by terrorist organizations and their operatives worldwide.

Yahia Sinouar, the political leader of Hamas, has been included in the EU terrorist list following the group’s attack in Israel on October 7, 2023. As a result, all of Sinouar’s funds and financial assets in EU Member States have been frozen, and EU operators are prohibited from providing funds and economic resources to him.

Similarly, Ahmed Khaled Müller, a member of Al-Shabab in Somalia, has also been targeted by the EU. He has been added to the list of individuals subject to measures against ISIL (Da’esh) and AlQaeda, as well as associated groups and entities. Müller’s participation in terrorist operations and attacks on behalf of Al-Shabab has led to these sanctions.

As a result of the Council’s decision, Müller is now subject to a travel ban and asset freeze within the EU. This means that he is not allowed to enter or transit through EU countries and cannot access his funds and assets within EU Member States. Additionally, EU citizens and operators are prohibited from making funds available to Müller.

In total, 14 individuals are now subject to the same restrictions as Sinouar and Müller. The EU Council has emphasized its commitment to taking measures against individuals and groups that continue to pose a threat to peace and security through the planning, financing, and execution of terrorist attacks. These actions demonstrate the EU’s dedication to countering the ongoing terrorist threat and preserving the safety and well-being of its citizens.
